What does it support?
EFS-Green can support both green-solution providers and businesses adopting qualifying solutions. Financing may cover green technology development, equipment and facilities, trade or project needs, acquisitions, and growth supported through venture debt.
Who can apply?
The business must be registered and operating in Singapore, have at least 30% local shareholding, and have group annual sales turnover of no more than S$500 million. It must also meet the qualifying green borrower and activity criteria.
Potential applicants include green-solution developers, system integrators, project developers and businesses adopting green solutions.
How does the support work?
Enterprise Singapore provides a 70% risk-share to participating financial institutions. That arrangement supports lending; it does not reduce the borrower's obligation to repay 100% of the loan.
Developmental Capital is available up to S$3 million and Venture Debt up to S$8 million. Other products have their own limits, and an aggregate borrower-group exposure limit of S$50 million across EFS-Green and EFS also applies. Financing remains subject to the lender's credit assessment.
What expenditure can qualify?
Eligible uses depend on the financing product. They can include green product or technology development, consultation and certification, green machinery and facilities, trade or project financing, acquisitions, and venture-debt growth purposes.
The relevant question is what the borrowing will finance under that product, rather than what percentage of a project budget will be reimbursed.
Key conditions
The company must satisfy both the green activity requirements and the financial institution's lending criteria. Applications must receive the required financial institution and Enterprise Singapore approval by 31 March 2031.
Timing and application process
Applications are made on a rolling basis through a participating financial institution. Identify the appropriate financing product, establish the proposed use of funds and discuss the application with the lender before the scheme's approval deadline.
Important programme distinctions
Government risk-sharing protects the lender against part of its exposure. It does not convert the loan into non-repayable funding or remove the company's repayment obligation.
