Start with the project, not the grant

The first question is not "Which grant can we apply for?"

It is: What is the company planning to do, and which funding route best supports that project?

A new R&D programme, product launch, automation project, international expansion or strategic investment may each fit different forms of grant, co-funding or investment support.

We therefore begin with the company's business priorities, project pipeline, timing and investment plan. The objective is to identify the funding routes with the strongest strategic fit and determine when they should be pursued.

This approach allows grants and other forms of non-dilutive funding to be incorporated into planning rather than treated as isolated applications.

Our Grant Management methodology

1. Funding strategy and opportunity matching

We review the company's upcoming projects and assess them against the Singapore funding landscape.

The analysis considers the project objective, scope, maturity, planned expenditure, hiring, location, ownership profile, collaboration requirements and expected business impact.

The output is a prioritised funding roadmap: which opportunities are worth pursuing, which are secondary, and in what sequence they should be approached.

2. Project structuring

Once a relevant programme has been identified, we assess how the project should be presented against its requirements.

This can include project scope, work packages, technical objectives, qualifying expenditure, manpower, deliverables, milestones, commercial outcomes and Singapore economic impact.

The purpose is not to redesign the project for the grant. It is to ensure that the application accurately reflects the company's plans and demonstrates how the project meets the programme's objectives and assessment criteria.

Timing matters. For some incentives, project commencement or prior commitments can affect availability, so this work is most effective before significant commitments are made.

3. Application and business case

Reeve | R&D manages the application workstream across the technical, commercial and financial components.

We work with the project team to explain what the company intends to develop or transform, the challenges involved, the proposed work programme and the expected outcomes.

We work with management and Finance to build the commercial rationale, implementation plan, project expenditure, forecasts and supporting financial information.

The objective is a coherent application in which the project narrative, business case and financial model support the same investment story.

The company remains the formal applicant and retains responsibility for the information and declarations submitted to the relevant agency.

4. Agency engagement and award

Grant applications often involve clarification, additional information or revisions after submission.

We coordinate responses, prepare supporting technical or financial explanations and help maintain consistency across the application as the agency review progresses.

When an award is received, we review the approved scope, funding conditions, milestones and claim requirements before implementation begins.

At that point, the objective changes from securing the funding to protecting the funding already awarded.

5. Post-award management and claims

Awarded projects need to be delivered in line with their approved scope and conditions.

We translate the award into practical tracking requirements for the project and Finance teams, monitor material changes and help identify when agency clarification or approval may be required.

We also support eligible-expenditure tracking so that approved, non-approved and insufficiently substantiated costs can be identified during the project rather than only at claim stage.

When the relevant claim period is reached, Reeve | R&D manages the claim workstream, including expenditure reconciliation, supporting records, manpower substantiation, project evidence, reports and coordination with auditors or other verification parties where applicable.

We remain involved through final clarification, disbursement and project closure.

One funding strategy across multiple projects

Companies rarely have only one strategic initiative underway.

An organisation may be developing technology, launching a product, automating operations, expanding overseas, building a Singapore team and investing in sustainability at the same time.

A funding roadmap looks across that pipeline rather than assessing each grant independently.

This allows management to determine which projects should be prioritised, where different funding routes can complement each other, when applications should begin and where an opportunity is not worth pursuing.

For businesses with sustained R&D or investment activity, Grant Management can therefore become an ongoing part of financial and innovation planning.

One specialist workstream across the funding lifecycle

Grant programmes typically require input from management, technical teams and Finance.

Reeve | R&D coordinates that workstream so that the project scope, technical rationale, business case, budget and supporting evidence remain aligned from initial assessment through final claim.

Our role covers:

  • Strategy — identify and prioritise funding opportunities around the company's project pipeline.
  • Technical — understand and structure the underlying R&D, product, operational or investment project.
  • Financial — coordinate budgets, qualifying expenditure, forecasts and claim substantiation.
  • Process — manage application preparation, agency interaction, award requirements and post-award claims.

The client retains ownership of the business decision and formal declarations. We take ownership of the specialist funding process around it.

For Singapore-based companies

Singapore companies can potentially access non-dilutive funding across activities including product development, innovation, automation, digitalisation, internationalisation, sustainability, capability development and collaborative R&D.

The challenge is often not the absence of programmes. It is identifying which programme best fits the project, when to apply and how to manage the requirements without creating unnecessary internal burden.

Our Grant & Incentive Directory can be used to explore relevant programmes. Grant Management is the advisory workstream that takes a selected opportunity from assessment through completion.

For international companies investing in Singapore

International companies establishing or expanding activities in Singapore may encounter incentives linked to R&D, technology development, new operating capabilities, productive investment, skilled employment or strategic transformation.

In these cases, funding strategy should be considered alongside the broader investment case.

We work with management teams to assess the planned Singapore activity, identify potentially relevant incentives and support the project through application, award and post-award requirements.

For significant investments, early consideration of incentives allows the funding position to be incorporated into project economics before the investment structure and commitments are fixed.

Companies undertaking R&D should also assess whether the same activities may be relevant for Singapore R&D tax incentives.

Planning a project?

The most effective time to assess non-dilutive funding is usually before the project has been fully committed.

If your company is planning an R&D programme, transformation project, international expansion or new investment in Singapore, we can assess the project, identify the relevant funding routes and define the appropriate next steps.
