Local ownership

Local ownership requirement applies

What does it support?

Venture debt can provide capital for growth, working capital, new projects, expansion and qualifying acquisitions.

Who can apply?

The applicant must be an eligible innovative enterprise registered and operating in Singapore, with at least 30% local shareholding. Enterprise Singapore and participating-lender criteria apply.

How does the support work?

Financing can reach S$8 million per borrower. The Venture Debt borrower-group limit is S$20 million within the overall S$50 million EFS group exposure limit. Government lender risk-sharing is 50%, or 70% for qualifying young enterprises.

What expenditure can qualify?

The facility supplies growth and project finance rather than reimbursing eligible costs after expenditure.

Key conditions

Lending remains subject to financial-institution assessment. Warrants or convertible preference-share features may accompany the facility, and the company must repay 100% of the debt.

Timing and application process

Engage a participating institution offering EFS Venture Debt to review the funding requirement and the proposed debt and equity-linked terms.

Important programme distinctions

Venture debt is not necessarily non-dilutive. Evaluate potential equity dilution alongside interest and repayment obligations.
