What does it support?
REG(E) supports projects that reduce greenhouse-gas emissions in Singapore industrial facilities, including energy-efficiency improvements, reduction of eligible non-CO2 greenhouse gases and recovery of flare gases, subject to EDB confirmation of project eligibility.
Who can apply?
The company must be registered or incorporated in Singapore, own or operate an industrial facility located in Singapore, and undertake manufacturing or data-centre activities. The project itself must be carried out in the relevant Singapore facility and deliver at least 250 tCO2e annual carbon abatement.
How does the support work?
The grant quantum is calculated with reference to the carbon abatement achieved by the project and is capped at 50% of qualifying costs. The current public factsheet does not state one fixed dollar cap. The full grant is generally disbursed after project completion and verification of award conditions.
What expenditure can qualify?
Qualifying costs may include equipment, materials, consumables and technical software, professional services, intellectual-property rights and other EDB-approved costs directly enabling the emissions-reduction project.
Key conditions
The project requires measurable and verifiable abatement. Applicants should prepare a technical proposal and a Measurement and Verification approach, with the required independent Qualified Endorser involvement. Companies should engage EDB before project commencement.
Timing and application process
The grant scheme is open through end-FY2030, and applications must receive Final Approval from EDB by 31 March 2031. The project qualifying period can extend over multiple years subject to award terms.
Establish the emissions baseline, define the technical intervention, quantify expected annual abatement, prepare the M&V plan and qualifying-cost model, engage the Qualified Endorser where required and discuss the project with EDB before committing the investment.
Is this scheme relevant to your project?
A strong fit is a material energy or process investment in a Singapore manufacturing facility or data centre with clearly quantifiable emissions reduction above the threshold. A weak fit is a general ESG initiative without direct measurable carbon abatement.
How Reeve | R&D supports the scheme
Reeve | R&D can manage the incentive workstream - eligibility assessment, project structuring, funding or tax-benefit modelling, application preparation, agency interaction and post-award requirements - while the company remains the formal applicant where required by the programme.
