What does it support?
PACT supports partnership projects such as:
- supplier development and upgrading;
- co-innovation of products, technologies and solutions;
- capability training and transfer;
- internationalisation initiatives;
- corporate venturing and pilot partnerships with Singapore startups or deep-tech enterprises.
Who can apply?
The scheme is designed for MNCs and large local enterprises working with smaller local enterprises on substantive partnership projects in Singapore. The exact lead applicant, partner structure and project eligibility are assessed by EDB or Enterprise Singapore.
How does the support work?
Current public support levels vary by company and cost type. SMEs may receive up to 70% for manpower, software, materials and professional services and up to 50% for hardware and equipment. Non-SMEs may receive up to 70% for manpower and up to 50% for the other listed cost categories.
No fixed public overall project cap is stated.
What expenditure can qualify?
Qualifying expenditure can include manpower, software, materials, professional services, hardware and equipment that are directly tied to the approved partnership project.
Key conditions
The project must represent a genuine partnership and fit a recognised PACT modality. Costs and activities should be directly linked to capability transfer, co-innovation or the approved partnership outcomes. Routine procurement from a local vendor without substantive capability development is not the intended use case.
Timing and application process
PACT is an ongoing discretionary programme without a fixed public closing date. Companies should engage EDB or Enterprise Singapore while the partnership scope is still being designed.
Define the partnership objective, roles of the lead company and local enterprises, capability-transfer or co-innovation work packages, expected economic outcomes and qualifying costs, then engage the relevant agency to confirm the appropriate PACT structure.
Is this scheme relevant to your project?
A strong fit is a large enterprise deliberately upgrading, co-innovating with or internationalising alongside smaller Singapore enterprises. A weak fit is an ordinary vendor purchase or subcontract with no structured capability-transfer outcome.
How Reeve | R&D supports the scheme
Reeve | R&D can manage the incentive workstream - eligibility assessment, project structuring, funding or tax-benefit modelling, application preparation, agency interaction and post-award requirements - while the company remains the formal applicant where required by the programme.
