What does it support?
The grant can support transformation projects involving equipment and software, consultancy, job redesign and project-linked training. Typical examples include automation, ERP or digital systems, process redesign and technology adoption combined with workforce upskilling.
Who can apply?
Eligible entities must be legally registered or incorporated in Singapore and able to form a Company Training Committee. Government bodies, statutory boards, organs of state and wholly owned Government subsidiaries are excluded.
The applicant must form a CTC and develop a CTC-endorsed transformation or training plan before grant submission.
How does the support work?
Each project can receive up to 70% of qualifying cost. In-house training tied to the approved transformation project is funded at S$9 per hour per worker, while eligible external non-SSG-supported courses can receive up to 70% of course fees, subject to applicable caps and conditions.
No fixed public overall project-dollar cap is stated.
What expenditure can qualify?
Supportable items include equipment and software, consultancy services, OEM or software training, in-house training and eligible external non-SSG-supported training that is directly tied to the transformation project.
Key conditions
The project must produce both enterprise and workforce outcomes. For impacted local workers, the project must commit to at least one recognised worker outcome such as a wage increase, eligible skills allowance and/or a communicated Career Development Plan. Claim disbursement depends on meeting the worker outcomes stated in the Letter of Award.
Applications are made directly by the applicant through the e2i grant process; third-party grant submissions are not accepted.
Timing and application process
The current application deadline is 31 March 2028. Project preparation starts earlier because the company must form a CTC, define the transformation plan and align the worker outcomes before applying.
Form the CTC, identify the business transformation, map affected jobs and local workers, define measurable worker and enterprise outcomes, structure supported expenditure, engage e2i and submit the application directly through the required channel.
Is this scheme relevant to your project?
A strong fit is a technology or process transformation that changes how work is performed and can credibly produce better business capability plus measurable worker outcomes. A weak fit is a pure equipment purchase with no job or workforce transformation.
How Reeve | R&D supports the scheme
Reeve | R&D can manage the incentive workstream - eligibility assessment, project structuring, funding or tax-benefit modelling, application preparation, agency interaction and post-award requirements - while the company remains the formal applicant where required by the programme.
