Green Ship Programme

The Green Ship Programme provides incentives for Singapore-registered ships and eligible ocean-going vessels that exceed applicable environmental standards or adopt qualifying low- or zero-carbon fuels and technologies.

From 1 January 2025 to 31 December 2027, qualifying Singapore-registered ships may receive up to 100% concessions on initial registration fees and annual tonnage taxes.

Eligible ocean-going vessels calling at Singapore may also receive qualifying port-dues concessions, depending on the fuel or technology route.

This is a non-cash maritime incentive rather than a reimbursement grant.

Green Craft Programme

The Green Craft Programme encourages early adoption of low-carbon fuels, zero-carbon fuels and zero-emission technologies in newbuild harbour craft.

For qualifying newbuild harbour craft registered from 1 January 2025 to 31 December 2027, MPA provides up to 100% port-dues concession where the applicable criteria are met.

Existing craft under predecessor arrangements may be subject to transitional rules rather than the new-programme treatment.

Green Awareness Programme

The Green Awareness Programme focuses on maritime-industry capability in carbon accounting and carbon management.

MPA currently co-funds 50% of fees for qualifying carbon-management workshops delivered under recognised programme arrangements.

This is a capability-development subsidy rather than a technology or vessel-investment grant.

Who can benefit?

Eligibility depends on the relevant MSGI track.

Potential beneficiaries include:

  • owners and operators of qualifying Singapore-registered ships;
  • eligible ocean-going vessels calling at Singapore;
  • owners and operators of qualifying newbuild harbour craft;
  • maritime companies participating in recognised carbon-management capability programmes.

There is no general local-ownership requirement stated for the three routes covered here.

Key conditions

For the Green Ship and Green Craft programmes, the vessel must meet the applicable environmental, fuel or technology criteria.

The benefit is linked to registration fees, tonnage tax or port dues rather than reimbursed project expenditure.

Green Awareness support applies only to qualifying carbon-management workshops delivered through recognised programme arrangements.

When should you act?

The refreshed Green Ship and Green Craft incentive windows currently run through 31 December 2027.

Maritime companies considering new vessel registrations, greener propulsion or fuel choices should assess the incentive treatment before the relevant registration or operating decisions are locked.

Is MSGI relevant to your project?

A strong fit is a maritime company with a qualifying vessel, newbuild harbour craft or carbon-management capability need directly aligned with an MSGI route.

A weak fit is a general sustainability project without a maritime-vessel or maritime-capability link.

How Reeve | R&D supports MSGI

Reeve | R&D can assess the applicable incentive route, map the qualifying vessel or capability conditions, model the non-cash or co-funded benefit, coordinate the supporting evidence and manage the incentive workstream while the company remains responsible for the formal application or registration process.
