What does it support?

Support covers feature-film development and production. The three routes are first features, Asian co-productions and global co-productions. Story and pitch development may also form part of the film Call-for-Proposals pathway.

Who can apply?

Applicants must be Singapore-registered media production companies that adopt the Tripartite Standards for Procurement of Services for Media Freelancers. No local shareholding requirement is specified, but the chosen category has requirements concerning Singapore producers or directors, track record, financing and market reach.

How does the support work?

First features can receive up to S$300,000. For Asian co-productions, support is the lower of S$600,000 or the applicable share of qualifying expenses: 50% for SMEs and 30% for non-SMEs. Global co-productions use the same percentages with a higher cap of S$1.2 million.

The applicable category therefore determines both the funding ceiling and, for co-productions, the share of expenditure that can be supported. An independent panel evaluates selected projects, with project-specific milestones and financing requirements applying to an award.

What expenditure can qualify?

Qualifying expenditure is film development and production expenditure approved by IMDA under the relevant grant category and call terms. The proposed budget should distinguish the costs submitted for support from the wider production financing plan.

Key conditions

  • The project must be shortlisted through the film Call-for-Proposals before proceeding through the funding assessment.
  • Production must not already have begun if the project is to receive support.
  • Asian and global co-productions require qualifying co-producers and evidence of financing and co-production commitments.
  • First-feature projects pair new Singapore talent with experienced producers.

Creative, distribution and financing requirements need to be assessed under the selected category.

Timing and application process

IMDA issues the film Call-for-Proposals twice yearly. The published 2026 windows had closed, with no subsequent dates published as at 14 October 2026.

When a call opens, use IMDA's call materials and designated FormSG application route. Establish the appropriate film category and prepare the creative, financing and partner information required for shortlisting.

Important programme distinctions

The three film routes are not interchangeable. A higher category cap does not by itself make a project eligible for that category: the producer, co-production, financing and market-reach conditions also need to fit.
