What does it support?
The scheme supports transformation to Integrated Facilities Management or Aggregated Facilities Management, including outcome-based procurement, Smart FM technologies, job redesign, Design for Maintainability and aggregation across building portfolios.
Who can apply?
The application is made jointly by a Service Buyer and an eligible FM Company, or the Service Buyer's in-house FM team. Projects generally aggregate three or more existing buildings and must meet the scheme's procurement, technology and productivity requirements.
How does the support work?
The current BCA programme page states support of up to 50% of qualifying costs, capped at S$2.1 million.
Older BCA materials referenced higher support rates; this page follows the current official programme page rather than superseded factsheet terms.
What expenditure can qualify?
Qualifying implementation costs may include progressive FM procurement, digital and Smart FM solutions, job redesign and related transformation expenditure, subject to BCA approval.
Key conditions
The joint-application requirement is fundamental. The project must generally aggregate multiple buildings and demonstrate at least 20% overall productivity improvement by manpower. The supported solution should be part of an integrated FM transformation rather than a standalone technology purchase.
Timing and application process
The scheme is available until 31 March 2028 or until funds are fully committed, whichever is earlier. Approved projects must meet the applicable Letter of Approval timing.
Service buyers and FM providers should align the procurement model, building portfolio, baseline manpower, target operating model and technology roadmap before engaging BCA. The application should quantify the expected productivity improvement and implementation costs.
Is this scheme relevant to your project?
A strong fit is a portfolio-level FM transformation with a service buyer and FM partner jointly redesigning delivery and adopting Smart FM. A weak fit is a single-building software purchase with no integrated service-model change or measurable productivity outcome.
How Reeve | R&D supports the scheme
Reeve | R&D can manage the incentive workstream - eligibility assessment, project structuring, funding or tax-benefit modelling, application preparation, agency interaction and post-award requirements - while the company remains the formal applicant where required by the programme.
