What does the scheme support?

GMIS-EB 2.0 supports Energy Improvement Works that reduce carbon emissions and enable an existing building to achieve a higher Green Mark performance level.

Typical projects involve building-system retrofits and energy-efficiency improvements designed to reduce operational energy use.

The scheme is outcome-based: the final support depends on the carbon abatement achieved and the Green Mark certification level reached.

Who can apply?

The scheme is available to privately owned existing buildings in Singapore with a gross floor area of at least 5,000 sqm.

Eligible building categories include:

  • commercial and institutional developments;
  • qualifying light industrial buildings;
  • residential buildings, for energy savings arising from common areas and services.

The retrofit proposal must be endorsed by an eligible third-party Qualified Professional.

How much funding is available?

The applicable funding factor depends on the Green Mark outcome:

  • Green Mark Platinum: S$25 per tCO2e, capped at S$600,000 or 50% of cost;
  • Super Low Energy: S$35 per tCO2e, capped at S$900,000 or 50% of cost;
  • Zero Energy: S$45 per tCO2e, capped at S$1.2 million or 50% of cost.

In each case, the lower applicable cap governs the final grant.

What expenditure can qualify?

The scheme supports approved Energy Improvement Works and related qualifying retrofit expenditure. Approved professional services may also qualify subject to BCA's scheme rules.

The grant is not calculated simply as a percentage of project cost. Carbon-abatement performance and the certification outcome drive the maximum support.

Key conditions

Applicants must secure the required BCA acceptance before starting the Energy Improvement Works.

The application requires a retrofit proposal endorsed by a Qualified Professional, together with project scheduling, ownership and technical documentation.

For projects submitted from 5 May 2026, BCA states that scheme requirements must be completed and the final grant disbursement application submitted by 1 November 2028.

When should you apply?

The programme remains available until funds are fully committed or 31 March 2027, whichever occurs first.

Because fund availability can close the route before the nominal end date, building owners should assess planned retrofit projects early rather than treat 31 March 2027 as a guaranteed application window.

Is GMIS-EB 2.0 relevant to your project?

A strong fit is a substantial retrofit of a qualifying existing building where the project is expected to deliver measurable energy savings and a higher Green Mark certification outcome.

A weak fit is a small building below the GFA threshold, routine maintenance without material energy improvement, or a project that has already started without the required BCA acceptance.

How Reeve | R&D supports the scheme

Reeve | R&D can manage the incentive workstream - eligibility assessment, project and cost structuring, funding modelling, application preparation, coordination of supporting evidence, BCA interaction and post-award requirements - while the company remains the formal applicant where required by the programme.

Frequently asked questions

How is the grant calculated?

Funding is outcome-based, using carbon abatement and the Green Mark certification level, subject to a 50% qualifying-cost ceiling and tier-specific caps.

What is the maximum support?

The highest stated tier cap is S$1.2 million for Zero Energy certification, subject to the 50% cost ceiling.

Is there a minimum building size?

Yes. The building generally needs at least 5,000 sqm GFA.

When does the scheme end?

It is available until funds are fully committed or 31 March 2027, whichever is earlier.

Can works start before approval?

Applicants should obtain the required BCA acceptance before starting Energy Improvement Works.
