What does SMART Call 10 support?
The call focuses on close-to-market R&D and innovation in advanced manufacturing and production.
Projects may cover the development of new manufacturing technologies, industrial products, production systems, processes or solutions with a credible route to commercial application.
The SMART programme uses a staged process. A Project Outline provides an initial view of the concept, objectives and consortium before the Full Project Proposal stage.
Who can apply?
The Singapore applicant must:
- be registered or incorporated and operating in Singapore;
- have at least 30% of ordinary shares held directly or indirectly by Singaporeans and/or Singapore PRs;
- be financially viable to start and complete the project.
The project must involve international collaboration with at least one partner from another participating Eureka country. No partner should account for more than 70% of the project budget.
How much funding is available?
Enterprise Singapore can provide support of up to 70% of qualifying project costs, subject to the applicant profile, Enterprise Singapore assessment and call-specific conditions.
No fixed public Singapore-dollar cap is stated for the current call. The approved funding quantum therefore depends on the project and qualifying expenditure.
What expenditure can qualify?
Qualifying R&D and innovation project costs may include:
- internal manpower;
- equipment and software;
- materials and consumables;
- professional services;
subject to Enterprise Singapore approval and the call-specific rules.
Key conditions
The project should be a genuine international R&D collaboration rather than a sales, distribution or routine subcontracting arrangement.
The Singapore applicant must satisfy the local ownership test and demonstrate the financial capacity to complete the project.
The consortium should also be balanced, with no partner accounting for more than 70% of the project budget.
When should you apply?
The SMART 10th Call is open for Project Outlines until 26 January 2027. SMART's current call calendar states an 11:00 CET Project Outline deadline.
Companies should work backwards from that date to confirm consortium partners, work packages, budgets and the Singapore funding application process.
How does the application process work?
A practical sequence is:
- confirm Singapore eligibility and international partner participation;
- define the advanced-manufacturing R&D scope and commercial objective;
- allocate technical work packages and budget between partners;
- prepare and submit the SMART Project Outline;
- follow the SMART evaluation and Full Project Proposal process;
- complete the required Singapore national funding application steps with Enterprise Singapore.
Is SMART Call 10 relevant to your project?
A strong fit is an advanced-manufacturing project where Singapore engineering or R&D activity forms a substantive part of an international development programme.
A weak fit is a standalone Singapore project, a routine technology purchase, or a commercial arrangement without genuine joint R&D.
How Reeve | R&D supports the call
Reeve | R&D can manage the Singapore-side incentive workstream - eligibility assessment, consortium and project structuring, funding modelling, application preparation, Enterprise Singapore interaction and post-award requirements - while the company remains the formal applicant where required by the programme.
