What does the grant support?
The CTRG supports qualifying toilet renovation expenditure, including:
- mandatory toilet-design features specified by NEA;
- eligible optional toilet-design features;
- temporary mobile toilets during renovation;
- hand dryers;
- toilet-layout design fees.
The programme is intended to improve toilet cleanliness and ease of maintenance through physical renovation and better design.
Who can apply?
The applicant must operate a coffeeshop or eating house and hold a valid Singapore Food Agency foodshop licence under the relevant coffeeshop / eating-house category.
Where applicable, the premises should also have sufficient remaining lease tenure to support the renovation project.
How much funding is available?
The grant provides up to 95% co-funding of qualifying coffeeshop toilet renovation costs.
Support is capped at S$50,000 per eligible coffeeshop.
What costs are not supported?
NEA states that unsupported items include operating and recurring costs such as:
- consumables;
- utilities;
- insurance and liability costs;
- certification fees;
- revenue losses arising from business closure;
- GST.
Only qualifying renovation and design items within the programme scope should be included in the supported budget.
Key conditions
The application must include the required renovation quotation and supporting documents.
Renovation works should commence only after NEA issues the Letter of Offer and the applicant accepts it.
The renovation must meet the programme's mandatory design requirements.
When should you apply?
The current CTRG application window runs from 3 November 2025 to 2 November 2027.
Applicants should allow time for quotation preparation, application review and Letter of Offer acceptance before renovation starts.
Is CTRG relevant to your project?
A strong fit is an eligible coffeeshop operator planning a substantive toilet renovation that incorporates the required design features.
A weak fit is routine cleaning, minor maintenance without the required renovation scope, or works started before the grant process is completed.
How Reeve | R&D supports the grant
Reeve | R&D can manage the incentive workstream - eligibility assessment, cost and quotation review, application preparation, supporting documentation and claim coordination - while the coffeeshop operator remains the formal applicant.
