What does the incentive support?
The scheme encourages private-sector developments to achieve higher Built Environment Industry Transformation Map standards in three areas:
- digitalisation, including prescribed Integrated Digital Delivery / Common Data Environment outcomes;
- productivity, including Design for Manufacturing and Assembly and related productive construction outcomes;
- sustainability, including the applicable Green Mark outcomes.
The benefit is additional development GFA rather than reimbursement of project expenditure.
Who can apply?
The scheme is aimed at developers and building owners of qualifying private-sector developments.
Eligible development types include residential, commercial, industrial, institutional and mixed-use developments. The standard threshold is generally 5,000 sqm GFA or more.
Developments that already have planning approval but have not commenced superstructure works may be considered on a case-by-case basis. Smaller developments may also be considered on their merits by the agencies.
Public-sector developments are not covered by the scheme.
What is the benefit?
For qualifying private sites, the incentive can provide up to 3% additional GFA beyond the Master Plan Gross Plot Ratio.
For eligible Government Land Sales sites launched on or before 31 March 2022, the scheme can provide up to 2% bonus GFA, subject to the applicable planning and tender conditions.
The benefit is subject to planning approval and achievement of the stipulated transformation outcomes. Development Charge and/or Differential Premium may apply where relevant.
Key conditions
Approval is tied to delivery of the required digitalisation, productivity and sustainability outcomes assessed by BCA.
The development must also comply with applicable planning, development-control, urban-design and, where relevant, Government Land Sales requirements.
The additional GFA is subject to the overall planning cap for bonus GFA and does not form part of the site's future development potential.
Applications under the Strategic Development Incentive or Central Business District Incentive follow their own transformation-outcome requirements and do not qualify for additional GFA under this scheme.
When should you apply?
BCA states that the scheme is valid for five years from 24 November 2021 to 23 November 2026.
Because the current validity period is approaching its end, projects considering this incentive should assess eligibility and submission timing promptly. No extension or replacement has been confirmed on the current BCA programme page as of the latest verification.
How does the application process work?
A practical workstream is:
- confirm the development type, site status and GFA eligibility;
- assess the proposed digitalisation, productivity and sustainability outcomes against the scheme requirements;
- model the potential planning benefit and related development implications;
- prepare the required scheme submission and supporting project information;
- coordinate the BCA assessment and the necessary URA planning submission or amendment;
- maintain the required progress evidence and reporting after approval.
The formal planning and development submissions remain the responsibility of the relevant applicant and appointed project professionals.
Is this incentive relevant to your development?
A strong fit is a qualifying private development that can materially exceed baseline Built Environment transformation standards and for which additional GFA creates meaningful project value.
A weak fit is a project that cannot meet the digitalisation, productivity and sustainability outcomes, a public-sector development, or a project that is already too advanced for the scheme timing and planning process.
How Reeve | R&D supports the incentive
Reeve | R&D can manage the incentive workstream - eligibility assessment, project and evidence structuring, benefit modelling, application preparation, coordination around agency requirements and post-approval tracking - while the developer, building owner and appointed professionals remain the formal parties for planning and technical submissions where required.
